The meeting was held in Council Chambers at Memorial City Hall, 24 South St. Auburn, NY. Mayor Michael Quill, Councilor Debra McCormick, Councilor John Camardo, Councilor Terry Cuddy, and Councilor Peter Ruzicka were all present for the meeting. The meeting lasted 3 hours and 45 minutes.

Each week members from the public have the opportunity to address the City Council. The 'Public to be Heard' section of the meeting is held at the beginning of the weekly meeting. The guidelines for 'Public to be Heard' are as follows: Residents are asked to state their names and address for the record; all comments should be addressed to the Council as a whole and concern issues involving the City Council, City Government, or matters of General City concern; residents should be prepared to limit their remarks to 3 minutes or less; and, all speakers before the City Council will observe commonly accepted rules of courtesy and decorum.

Presentation on the Governor's proposed property tax cap rebate program
The City Comptroller Laura Wills presented the calculation of how Governor Cuomo's proposed property tax cap and rebate program would impact the City and the average Auburn property owner. The Governor's proposal must be approved by the state legislature.

Bond Ordinance #1 of 2014
The Council discussed Bond Ordinance #1 of 2014 Authorizing the Issuance of Serial Bonds
for the City Water Supply and Distribution System. After discussion the Council voted 4-1 to table the ordinance for two weeks. On the motion to table, Councilors McCormick, Camardo, Ruzicka, and Mayor Quill voted Aye. Councilor Cuddy voted no.

The City Manager discussed a proposal from the officials at the William H. Seward House Museum in which the museum is proposing to maintain the City own land known as Seward Park in exchange for some parking modifications to the City owned parking lot known as the Seward Parking Lot, reserved spaces at the Seward Parking Lot, and parking spaces in the City owned municipal parking garage.
